Many consulting firms working for the Metropolitan Water District of Southern California (MWD) were allowed to furnish temporary workers to MWD and bill them as if they were permanent employees.

For example, one consulting firm, nicknamed Retired Military People (RMP,) was allowed to bill MWD $110,000,000 for payrolling services for just one MWD project. They only paid about $45,000,000 to MWD's common law employees.

This company often paid for expensive trips for MWD managers to Las Vegas... and other exotic places ... to show their appreciation. One MWD board member was even a retired RMP employee and benefitted from RMP's employee stock ownership plan.

This is a good example of how consulting firms benefit from furnishing temporary workers.
