In Southern California, friends and relatives of public officials, union officials, and some of the largest consulting firms in the world are involved in the 50 billion dollar a year temporary employee business, and are involved in the operation of temp agencies.

One home based temp agency, with the highest billing to the Metropolitan Water District of Southern California (over $10,000,000), has a 100% markup for payroll processing. That is, they pay $20/hour and bill the water district $40/hour. One Division alone at the MWD has been billed over $60,000,000 by temp agencies.

There are many other temp agencies being operated the same way. They are not well known temp agencies ... but have been created primarily to supply workers to public agencies and swindle the people of Southern California. Union officials (AFL-CIO) related to public employees, knew about the abuse, and did nothing.

These abuses are well known in Southern California. The press will not report this story. Law enforcement will not act. The AFL-CIO has done nothing but given recent public support to national legislation regarding this issue. The people of Southern California are still being swindled.

The Metropolitan Water District of Southern California (MWD) is the largest water district in the world.
